CALL TO ARTISTS – REQUEST FOR PROPOSALS

The Eagle Arts Commission, Eagle, Idaho, is seeking proposals (in concept) from artists for a mural design to be painted on the east facing wall of the new Smokey Mountain Pizza building in downtown Eagle (127 E. State St., Eagle, Idaho). $5000 has been budgeted for this artist chosen for this project, not including materials. The Eagle Arts Commission will pay for materials.
The rendering is to comply with Eagle City Code which describes “MURALS” as follows: Murals shall not be used to advertise the business, shall be artistic and nostalgic in nature and shall follow the theme of Eagle architecture. After receiving a recommendation from the Eagle Arts Commission and Smoky Mountain Pizza representatives, all murals shall be reviewed by the Design Review Board and approved by the City Council.
The Eagle Arts Commission will accept mural design proposals, a résumé, cover letter and examples of artistic work, until 3:00 p.m. on Friday, May 30, 2012.
All proposals will be displayed at Eagle City Hall for public comment and recommendations to the Eagle Arts Commission from May 31 to June 7, 2012. Eagle City Hall is open Monday through Friday, 8:00am to 5:00pm. Final approval will be made at the June 12, 2012 City Council meeting. The selected artist will be contacted on June 13, 2012. Completion of the project is expected before August 31, 2012.
During the project the artist agrees to give a 30 minute presentation to the public about this project from beginning to end of production.
No faxed or e-mailed proposals will be accepted. Postmarks are not considered proof of delivery. Proof of delivery is the date and time stamped by personnel in the Eagle City Clerk’s Office. If the proposal is hand delivered, it must be delivered to and stamped by personnel in the City Clerk’s Office of the City of Eagle.
All proposals shall include six (6) copies which shall be submitted to the Eagle City Clerk’s office by Friday, May 30, 2012 on or before 3:00 p.m. Mountain Standard Time at the following address:

Any proposal received after the due date of Friday, May 30, 2012, 3:00 P.M. will be deemed unresponsive and will not be considered for evaluation.

The Eagle Arts Commission reserves the right to reject any and all proposals, to waive any non-statutory informality and to negotiate or hold interviews with any one or more of the respondents. The Eagle Arts Commission further reserves the right to make the proposal award deemed by the Eagle Arts Commission to be in the best interest of the City.
